The payment notes of the Clearing House of Tallinn, which were initially devised for in-house usage. However, due to a shortage of currency the Interim Government of the Republic of Estonia declared it legal tender on 4 January 1919. The Clearing House payment notes were followed by the treasury bills of the Republic of Estonia bearing a 5 % interest rate which were initially devised as domestic loan debentures. Due to a lack of interest in their acquisition, the debenture bonds (except for the 5000 and 10000 mark notes) were established as legal tender starting on 16 January 1919. The date of redemption and the yield marked on the note had no relevance.
